Green light for partial redevelopment of Horseshoe Farm site

Select Property Group has been granted planning permission for the partial redevelopment of the Horseshoe Farm site which lies within the Green Belt.

This latest scheme includes linking two units which have been converted into offices, adding a two-storey extension to them and demolishing the farmhouse to replace it with a new office which will accommodate a staff canteen and hospitality space.

Additionally the plans include a freestanding 30 sqm display which will accommodate a sample unit of a student development, the creation of an ancillary car parking area, external amendments to the two converted units, a new orchard and landscaping of the whole site.

Whilst the proposal was considered an inappropriate form of development in the Green Belt by virtue of the replacement building comprising office space, meeting rooms and cafeteria not being in the same use as the existing agricultural workers dwelling, no other harm was identified.

The dwelling is not currently used to accommodate agricultural workers, and would appear to have little prospect of being so, therefore it was considered that the loss of the dwelling could not be afforded any significant weight.

Very special circumstances were considered to outweigh the identified harm to the Green Belt, notably through the economic benefits this expanding local business provides.

Horseshoe Farm is the headquarters of Select Property Group, with 80 staff currently based there and a further 20 are expected to be employed within the next year.

The site currently consists of three buildings which were redeveloped by Huntsmere out of the former agricultural buildings. Two of the units are existing buildings, given planning permission in June 2012 for external alterations and change of use from mixed agricultural, business and storage to commercial offices and storage. The third unit, given planning permission in January 2013, is a new office that replaced the existing farm shop.
