Parish Council Finance Report 2012

Cllr Joseph Bergin, Chairman of the Finance Committee of Alderley Edge Parish Council prepared a report which was delivered at the Annual Parish Meeting on Monday, 14th May.

Cllr Bergin explained that the precept for 2012/2013 has been increased from £90,000 to £120,000 to "enable a similar level of spending; continue the partial funding of the Police Community Support Officer – Jim Newns; provide monies to maintain the Festival Hall and ensure it remains fit for purpose; allow for continuing expenses for the proposed redevelopment of the Festival Hall and fund the repayments required for the Festive Lighting loan."

The Parish Council spent £112,412 during the last Council year. The main items of expenditure include £52,246 operational costs for the Festival Hall, £18,317 personnel costs and £18,157 on Christmas lights.

It states in the report that The Parish Council continues to produce accounts in the old format which are for councillors’ use at Finance Committee meetings, because it is felt that these better explain the "whole picture".

I agree that the old format is far more informative than the report attached to this article. Will the finance report in the old format also be made public?

The Accounts in the Old Format were available at the April Meeting for the year to the end of March 2012. The requirement from the Audit Commission is only to produce a page of balances which, to me, was unhelpful both to Parish Councillors and to the public. That is why I continued to produce accounts in detail for every quarterly Finance Meeting. I think there are about 6 pages, including notes.

Cllr Joseph Bergin has taken over and he agreed that we wanted to provide the best information we could.

Frank, accounts in the old format might well have been available at the April meeting. If it was an average Parish Council meeting then maybe two members of the public attended. I applaud the fact that you have continued to produce detailed accounts - all I am suggesting is that you be proactive is making them accessible to the public by providing them to alderleyedge.com. Especially considering there is no Parish Council web site to speak of. The attachment to this article by your own admission, and that of Cllr Joseph Bergin, is a step backwards from what was provide to, and published by, alderleyedge.com in previous years.
