No return within 2 hours proposed for South Street car park

Cheshire East Council is proposing to introduce a no return within two hours at South Street car park, which would increase the no return period from 1 to 2 hours.

Referring to other possible changes at South Street car park, a report prepared for the meeting of the Cabinet Member Leader of the Council also stated "There is an ongoing consultation in Alderley Edge which is asking local people and businesses their views on parking and what the possible solutions are. One of the possible solutions is to change South Street which has been short stay since October 2015 to a maximum of three hours and amend the prices to 0‐1 hour (50p); 1‐2 hours (£1.00) & 2‐3 hours (£2.00) to encourage short‐stay use, but also to allow people to stay a little longer if they are visiting one of the London Road restaurants for lunch, etc."

Cllr Craig Browne explained "The Parish Council consulted with members of the Alderley Traders Association Group (ATAG) back in the summer of 2015 and most indicated that they were in support of these proposals, which are designed to increase the turnover of vehicles at South Street Car Park, helping it to fulfil its purpose of supporting the retailers through the provision of short-stay parking for shoppers.

"Residents were also consulted as part of the recent village-wide Parking Survey and the results (which were presented at the public meeting on 11th February and subsequently published on www.alderleyedge.com) found that a reduction to three hours, with no return for two hours, was the most popularly received proposal, with 85% of residents coming out in favour (60% of non-residents were also in favour)."

Cllr Browne added "We have also expressed an interest in having the South Street Car Park devolved from Cheshire East to the Parish Council. One of the ongoing issues around the village is a lack of enforcement; putting the Parish Council in control of South St Car Park would enable us to bring in a private company (e.g. www.parkingeye.co.uk) who would potentially enforce the new regime at no cost to either the Parish Council or Cheshire East Council."

Cheshire East Council is also proposing to make changes to the current parking provisions in four of the car parks in Wilmslow town centre.

The proposals are to increase the maximum stay at Spring Street car park, off Water Lane, from 12 to 15 hours to try and alleviate issues of commuter parking.

They also propose to allow for the combined ticket use for the Rex car park and Hooper's car park in response to requests from residents who have purchased a pay and display ticket at one of these car parks but then only been able to find a space in the other car park. Under the existing parking order, people would receive a parking fine for this as it's a non-transferable ticket. The proposal would resolve the issue and enable motorists to buy a ticket from any machine.

Additionally, the Council is proposing, in response to a request from Everybody Sport & Recreation (ESAR), to amend the permitted hours and tariff at the Wilmslow Leisure car park to a single tariff for a maximum stay of three hours. The single tariff for a maximum stay of 3 hours would be at the current 2 hour rate of £1 and the 2 – 5 hour tariff of £3.40 would be removed.

ESAR, who directly manages and operates the Wilmslow car park, is requesting action to alleviate pressure on the car park and free up spaces for leisure users following a number of complaints.

These proposed amendments were approved at a meeting of the Cabinet Member Leader of the Council, held on Monday 22nd February, so residents are now being consulted. Notices will be put up in all of the affected car parks, asking for their views.

The proposed variations are intended to come into force on 1st April 2016.

Any objection or other representation relating to the proposed variations should be made in writing. All objections must specify the grounds on which they are made. Objections and other representations should be sent, marked for the attention of Mr Mark Wheelton, Corporate Commissioning Manager/Leisure c/o 2nd Floor, Westfields, Middlewich Road, Sandbach, Cheshire CW11 1HZ or sent by email to [email protected] entitled "Variation to the Car Parks Order" to arrive no later than 18th March 2016.

I notice that a sign advertising this proposed change has been posted next to the ticket machine, but that it has replaced the previous sign advertising free parking after 3pm. Could somebody please confirm that free parking is still available, and arrange for the sign to be replaced?

Hi Alan, I have checked with Cheshire East Council.

Lorraine Martin, Parking Services Team Leader, said "I can confirm that it is not our intention to alter the free after 3pm on South Street car park and I apologise that the signs have gone up over this. I have copied in the necessary people who can rectify this for us."
