Plans to convert retail units into apartments refused

Plans to convert retail units and office space in the village centre into apartments have been refused.

NLA Properties Ltd have not been granted planning permission for the change of use of existing retail and office units at 2-3 Cobblers Yard and 28B London Road (located to the rear of No 28 London Road) to create two 2 bedroom apartments.

Cheshire East Council has refused planning permission because Unit 2, as detailed on the submitted plans, would have a total floorspace which is less than the required floorspace outlined within the Technical Housing Standards – Nationally Described Space Standard (2015) and would therefore fail to adhere with Section 3 of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).

For the proposed two bedroom four person units, the Nationally Described Space Standards outline that each two bedroom four person dwelling should have a total floor area of approximately 70m2. The plans detail that Unit 1 would have a total floor area of 82m2. However, Unit 2 would have a floorspace of 59m2.

The plans can be viewed on the Cheshire East Council planning portal by searching for planning reference 24/1338M.

The applicant has recently secured planning permission to convert the adjoining properties at 28A and 28C on the first floor, from office accommodation to residential (Planning application 23/4701M).
