Traffic lights on congleton road up towards over alderley

So there are traffic lights going up the hill out of Alderley at the moment. Not because of work because some film crew are blocking one side of the road with their lorries.
I would like to know if they have authority to do this put traffic lights there and block the road!?
I’m wondering whether they just have traffic lights in back of van and road signs and just put them out without asking anyone.
Also the traffic lights are not set up correctly at all, you sit at either side whilst they are on red for what seems an eternity!

The T/lights have been there for some weeks - Gas work, I did see a strange man waiting near them this morning around 8.15am and some parked cars on the inside of the cones !

No they were taken down as I go that way every day. No traffic lights have been there for a while since the gas ones when they were actually doing work.
These have only just been set up and is because of these lorries there in no work going on.
