Retrospective Planning

It seems that in East Cheshire a better option than complying with planning rules is just to build something , say you didn’t mean it or the plans were a bit confusing , then reapply and you will get permission because East Cheshire rather than be asked to take it down.
I have just had such an experience in relation to a carbuncle on a neighbouring property , does anyone have similar experiences.
