Silage transportation down Heyes Lane

I recognise that I am privileged to live in a beautiful, semi-rural location and consequently have to appreciate that farmers need to transport items, but I can’t for the life of me work out why it appears OK for the John Deeres to race up and down Heyes Lane breaking both the weight and speed limit again today (and possibly local bye-laws on noise!). Why is there never a policeman around when people are blatently flouting the law?

It happens 3 times a year and they usually clear it 1/2 days

Does that make it OK for them to speed on a 30 MPH road?
