Panacea seeks to protect with pulse fencing

Panacea have submitted a planning application to erect pulse fencing in order to protect lower sections of the building from being accessed by criminals intent on attacking the property.

A spokesperson from Panacea said "The fencing is one of a number of target hardening measures we hope to integrate in our overall security scheme at Panacea to directly diminish the ability of criminals seeking to attack the premises.

"The pulse fencing is subtle in appearance, yet highly effective in deterring and preventing individuals from being able to scale vulnerable sections of our property."

However, these plans have caused concern amongst the Parish Council who are recommending refusal of the application because "The council feels that the appearance of the fencing is unacceptable in this location and detracts from the appearance of the village.

"Acceptance of this application may set a dangerous precedent and be used to allow similar fencing elsewhere in the village."

According to the planning application "security measures adopted have received the full endorsement of both senior representatives of Cheshire Police and our area crime prevention officer", although, as the Parish Council pointed out at last week's meeting, no entries as yet are shown on the Planning Portal as have being received from the police force, the emergency services or the health and safety executive.

In their letter of objection the Parish Council said "It was thought it was essential to receive and consider written opinions from these agencies regarding the acceptability of the proposed designs being installed, in case the fence design impacted on their capability to provide their service in an emergency. For example, their capability to enter the building safely; the impact on emergency evacuation procedures; the safety of people who may be working in the vicinity of the fencing and the safety of employees and the general public."

Further to two pre-planned arson attacks, Cheshire Police and Panacea are working closely to ensure that the offenders are brought to justice and the building, patrons and staff are not placed under further risk. The attacks took place in the roof void which is why Panacea are wishing to install this proposed protection made from galvanised metal and pulse wires.

The planning application, reference 10/2233M, can be viewed on the Cheshire East website, and a decision will be made by 21st September.

Panacea have been granted planning permission to erect pulse fencing.

The application was approved with some conditions, one of which requires Panacea to remove the existing razor wire. Within three months they also have to paint the palisade fencing in a colour to match the grey woodwork on the building.
