Apartment plans recommended for approval despite Parish Council's objections

The Planning Officer is recommending that plans to build two blocks of apartments in the village are approved by the Northern Planning Committee next week, despite Alderley Edge Parish Council recommending that they are both refused.

The first scheme is for a block of four apartments on Congleton Road, on the site of a former detached dwelling and within the Alderley Edge Conservation Area.

Coppers, the house at 10 Congleton Road has now been demolished and permission is being sought to construct a new apartment building along with detached garage and underground link.

The application follows several previous applications and there is a current permission for the erection of two apartments with link detached garages which was approved in July 2015. There is also a concurrent application on the site for an identical building externally containing three apartments which is also recommended for approval at the same meeting.

Additionally, plans to demolish a vacant storage building in the village centre and replace it with a two and a half storey residential block of one bedroom apartments is also recommended for approval. The plot of land is situated behind No's 14 -18 London Road and currently has planning permission for the erection of a two and a half storey office building.

The applications are being presented to the Northern Planning Committee at their meeting on Wednesday, 5th October because they were 'called-in' to committee at the request of Councillor Craig Browne.

The planning officer is recommending them both for approval because the amendments cause "no significant adverse impacts relating to design, impact on the character of the area, residential amenity or highways safety. The proposal accords with the Development Plan and is deemed to be a sustainable form of development."

Alderley Edge Parish Council recommended refusal of the Congleton Road scheme "on the grounds that it is inappropriate development of the site. That was historically a single dwelling. Also the enlarged access to Lydiat Lane is being progressed with no consideration or consultation to the residents parking provided across the western boundary where the property previously had no access. This will result in loss of amenity."

Occupants of three neighbouring properties have raised objections including that the proposal is too big for the site; the changes now being proposed seek to amend the development project from the currently approved 4 level 2 duplex apartments to a 5 level 4 apartments; lack of parking; loss of privacy and being out of character.

Regarding the London Road proposal, the Parish Council has raised objections to the proposals on the grounds "that it is over development of a very small site, there has been no provision for resident car parking & shall additionally have a severe detrimental impact on parking & access to the rear for retail outlets on London Road."

The Northern Planning Committee will meet at 10am on Wednesday, 5th October to determine planning reference 16/4087M (Coppers, 10 Congleton Road) and 16/3610M (land to the rear of 14-18 London Road) which can be viewed on the Cheshire East Council website.

There is an issue that needs addressing. CEC has appointed a number of new planning officers to replace those who have left since September 2015. Their brief appears to be to approve all applications so as to address the ongoing problem CEC has with the 5 year supply of housing. It is my observation that applications that would previously have been refused on criteria such as street scene and over development of a plot are not being applied in the present climate. Being synical it appears if an application for a house being upside down is registered it will be approved.
