Committee to decide on future of former nightclub site

The future of a former nightclub which has been vacant for the past 12 years will be determined by the Northern Planning Committee next week.

MCR Property Group is seeking planning permission to demolish a Victorian villa, which was originally a small hotel though most recently used as Yesterdays nightclub, and replace it with a residential development.

The scheme is for the erection of 12 dwellings, including 4 affordable units, car parking, gardens and landscaping.

Despite being located within the Green Belt, the application is recommended for approval as "a high quality sustainable housing development, making good use of an unsightly brownfield site in the Green Belt".

The proposal is identified as an inappropriate form of development, which is, by definition, harmful to the Green Belt, but Planning Officers are recommending it for approval because they feel there are very special circumstances which outweigh the potential harm to the Green Belt.

The benefits of this proposal have been identified as providing much needed affordable housing in Alderley Edge, making effective use of a previously developed site, removing the existing unsociable use of the nightclub and improving the appearance of the site which has been vacant for many years.

Through an S106 agreement, the development would also provide contributions towards improving facilities at public open spaces in Alderley Edge and planning officers feel that the design relates well to the site and will make a positive contribution to the character of the area.

The report prepared for the Northern Planning Committee meeting on Wednesday, 6th July, recommends the planning application, reference 15/1955M, for approval subject to an S106 agreement.

The contributions will be used for improvements, enhancements and additions to play and amenity provision at Alderley Edge Park, new entrance and access features to the site, improvements at Beech Road and Heyes Lane allotments sites for the benefit of plot holders and drainage and access improvements at Chorley Hall playing fields.

How much £S106 exactly?

Who decides where the S106 monies will be spent? Have we got it in writing (preferably in blood) that there will be monies spent on A.E. Park? Exactly what play & amenity provision?

Money spent on Heyes Lane allotments? I thought it was becoming a car park ? Exactly what allotment improvements?

Drainage on Chorley Hall Lane Playing Fields? Is this a back-door way of getting the land drained so that it can become a car park?

Thank goodness we've got people like Duncan Herald who picks up on suggestions placed
here and challenges some of these back-door proposals to waste "our" money on schemes such as improving the Heyes Lane Allotments and draining the Chorley Hall Lane Playing Fields.
Well Done Duncan .... Keep up the good work in keeping our Councillors to account.

The S106 contributions are as follows: £3,000 per dwelling towards Public Open Space; and £1,000 per dwelling towards recreation and outdoor sports facilities (normally these contributions do not apply to affordable dwellings, therefore it will be £4,000 x eight dwellings, i.e. £32,000). S106 is a legal agreement between the Council (CEC) and the developer.

Broadly speaking, the monies will be directed towards new play equipment and access improvements in the playing fields, as well as a multi-use games area and for drainage/access improvements at Chorley Hall Lane. The precise details will be discussed with CEC officers, following consultation with our new Alderley Edge Parish Youth Council.

The allotment contribution will be towards access improvements at Beech Close & Heyes Lane.

Thank you for the extra information.

Might one wonder who actually decided on where the Section 106 monies will be spent? I'm sure that no-one could object to monies being spent on play equipment, in the Park, for children; except perhaps the older gentlefolk who have been asking, alas fruitlessly, for equipment suitable for them?

But, as a specific question, are the above-mentioned improvements to Heyes Lane allotments a back-door way of partly funding the proposed car park on Heyes lane?

Tell you what, lets get Nigel Farage on the Local Council to assist you ?
Between the two of you, you could investigate all these back-door proposals and then we, the local residents, could see how our money is really being spent.
As far as I'm concerned, Farage is / was a great operator and politician ......
