The minutes are now available for the Alderley Edge Parish Council meetings held on Monday 13th October and Monday 10th November.

The Alderley Edge Parish Council meet on a monthly basis in the Festival Hall. All meetings are open to the public.

The next Parish Council meeting will be on Monday 12th January 2015.

I noticed an interesting section in the November minues. "The Parish Council have asked Emersons to put in a planning application for a builder’s compound on Heyes Lane allotment as they want to give consideration to the residents of Stamford and Talbot Road when building work starts."

This one seems to have slipped through the net. As has the fact that there were no "disclosures of interests or requests for dispensations".

If there was a need for a builders compound surly it should have been part of the original medical centre planning application.

Hi Martin,
why should a matter affecting the allotments site have been any part of the original Medical Centre planning? This is not sarcasm, but a real inquiry.
Might you please describe which disclosures of interests or requests for dispensations have you in mind? If you can be exact rather than unclear, that will help me for one be able to comment.

Maybe it is part of the development of the festival hall or am I also missing something Duncan? I believe that disclosures should be made if there is a conflict of interest with any members of.AEPC. I belive from other post made by a member of AEPC that when anything to do with CEC and the Emmerson Group they leave the meeting as there is a conflict of interest so why is this differant at a AEOC meeting?

Of course there should be disclosure of any possible conflict of interest. But just a vague/general mention of such makes it hard for any Councillor or employee to answer as there are no specific descriptions.
Of course, there is a need to avoid allegations that are not backed with facts but surely an enquiry/question can be phrased to avoid that? Feel free to ask me whatere you wish; alas, no one has made me an offer I can't refuse!
As to tying in car park and Hall and Medical centre. I just don't see that the Medical Centre development plans are a part of the proposed car park plans. To trivialise somewhat; if I put in for planning for a kitchen extention, why would I add in planning for tarmacing my drive? Surely two seperate matters?

Hello Duncan

I was assuming that the builder's compound is needed to facilitate the building of the medical centre / festival hall. Am I mistaken in this assumption? If I am, could you clarify the purpose of the builder's compound as you were present at the meeting.

With regard to your question on specific disclosure of interest. Cllr Keegan serves on both the Cheshire East Council and the Alderley Edge Parish Council. In his previous Register of Interests submissions he has disclosed gifts to him from P.E. Jones / The Emerson Group.

On Tuesday 28th October 2014 he posted a comment on a story about a proposal for 800 homes in the area. This is a link to the string.

Cllr Frank Keegan disclosed, in relation to his involvement as a Councillor an CE Council, "When an occasional application was submitted for Emerson in Alderley Edge, I declared an interest and left the room." This is of course what members need to do in line with the 'Code Of Conduct’. It also indicated that he freely admits that a ‘conflict’ exists.

AEPC have the same 'Code of Conduct'. So why, after admitting he has a conflict of interest with Emerson, does he vote, discuss and get directly involved in parish council matters that involve The Emerson Group? Why does he not declare and interest and ask for dispensation?

I am sorry for not being more specific earlier Duncan and I hope this helps to clarify things for you.

Good Morning Martin.
A brief word in answer to you, before I set out on the xmas eve hunter-gatherer thing!
Re. Compound. As far as I am aware, the intention is to allow builder's equipment and materials etc. to be on site, for the Medical Centre/Hall works, without the constant arrival/departure otherwise likely every morning and evening. Partly for simple efficiency and partly to alleviate disturbance to people living on the streets around the site.
As far as I am aware, there is no intent to errect anything semi-permanent there.
To 'spike' another 'worry'; hopefully you have seen the P.C. Chairman's assurance that the P.C. have no intent whatsoever, to ever go for housing on the Heyes Lane site. I suspect however that there will be, sadly, those who still won't believe that.
An historian friend of mine once remindeed me that there are essentially two theories involved in such as this; the 'mess-up' theory and the 'conspiracy' theory. You pays your money and you takes your choice?

Why has he not disclosed this during dealings with this matter? There appears to be a conflict of interest that needs answering.
